Can I just check some details to make sure you are seeing the same
problem as in the linked question.
Can you confirm that you are running the rails server with Vagrant on Ubuntu?
Can you confirm that you are trying to connect to the Vagrant server
from a Windows machine?
I ask because this seems a strange situation for a newbie to Rails.
