Googling for
Gem::RemoteFetcher::FetchError: SSL_connect returned=1 errno=0
state=SSLv3 read server certificate B: certificate verify failed
windows
brings up a number of hits. One of those may be useful.

I don't use Windows so I cannot help personally.
