Me too, i think this issue it's specified to windows, because i use linux on a vagrant machine and it works fine on it , i recommend for you ti use vagrant for rails development on windows

I have installed Ruby on rails from railsinstaller.org...When I run rails -v in git bash it's giving me the error "DL is deprecated, Please use Fiddle"as it displays in the screen shot..When i type gem install rails it's showing error : loading command: install <argumentError>Can anybody help me to solve this issue...
