No, NetBeans won't set up your database for you.

I would strongly recommend against using NetBeans for Rails. It's an
excellent IDE, but Rails does not benefit from the use of a heavy IDE.
Just use a good text editor (I like KomodoEdit; many people use
TextMate).

Don't bother. NB is not supposed to set up your entire dev box.
