You need to mention that as a separate route.
Just add this additional line in your routes...


map.connect "schools/list/:country/:province/:city",
:controller => "schools",
:action => "list",
:country => nil,
:province => nil,
:city => nil

map.connect "schools/list", :controller => "schools", :action => "list"
