as much; I just don't see what Rails Developer offers that this list,
WorkingWithRails.com, or Ohloh don't.

I'm not too familiar with Ohloh (will have to look it over) but with regard to WWR, it seems pretty obvious that the site isn't being actively maintained anymore.
It's unfortunate because it had potential (and possibly still does). I know that the original developer behind it was extremely sharp and motivated, but think he's with another company now (that doesn't own WWR). I'm sure there are many reasons that lead towards this and we started out with a different set of goals, which we outlined a bit here:
