Ruby on Rails

Hello,
I am looking to develop a Yelp clone app that only populates results of
businesses that are still or currently open at time of use. I have been
quoted by Crowdvox that they can make said modifications to a Yelp clone
app
for $2300 (covering both Android and IOS). Is this reasonable? Are they
reputable? Is that a difficult modification to write? (i.e. is it worth
$2300).
They offer clones for both operating systems for $350 each, that
includes directories.
Any info would help.
