The page you linked me to linked to had a link to the api portal at portals.aliexpress.com where it says what I pasted in below But that doesn't seem to be the case I have an aliexpress account and I don't see where to register for developers api

How to use the API
1. You can apply for the API after registering as a developer
To register as a developer, simply sign up for an AliExpress.com account.

After registering for the API, independent service vendors (ISVs) can get key information about the app
